Private school ... who knows.

Checks leave paper trails. Keep that in mind.

I could see it as like a petty cash account but not for actually paying any employees.

I would speculate that the AD is the "administrative approval." If I'm tracking on the allegation, it is not weather the account was opened properly, but how the money found its way into the account and how it was used.
