Simple answer is they have the money to bring in D2 opponents in non-conference games. The next part of that is both have post-season expectations every season so playing a D3 (or similar) does nothing for their metrics at the end of the year. It is essentially nothing but a standings padder for the history books. Thirdly, Joe Lombardi and John Reilly probably see zero benefit of playing such a game. Both like to play very difficult non-conference schedules.
You'll notice IUP and Gannon rarely play 'away' non-conference games. It happens but ususally (maybe) once a year. Unless an IUP or Gannon is signing on with another top program (think the IUP vs Fairmont State series) they will almost always host the game or it will be a contract in the range of, say, 3 games in Indiana and one game at your gym.
This isn't unique to IUP and Gannon. Take a West Liberty, etc., ... they don't play road non-conference games. Very, very rarely if ever.
All PSAC teams now play 22 conference games and 4 non-conference games. Gannon usually plays three at home, one on the road. Gannon has a Thanksgiving weekend four-team tournament that is two home games. The other two are played one at home, one on the road.
Will WJU have a coach by then ??? TICK, TICK, TICK....
At this point you wonder if they will have a team for the HC to coach!!
Got to be a LOANLY feeing for poor Bobby Brackett going to work every day! One season as a Graduate Assistant and suddenly you are the ONLY "coach" left!!! Wonder if he moved his stuff into Sancomb's old office?

I wonder if the genius who planned this course of action had not considered the ramifications of firing a HC in the first week of May !! Unless you have a long standing assistant in line to hit the ground running this is an institutional trainwreck.

Guess it depends on when the administration learned of the alleged NCAA violations. If they found out about the violations on April 30 and felt they were severe enough to warrant firing the coach, they really had no choice. That would be a hard nut to sell the NCAA..."We felt the violations were severe enough to warrant firing the coach but it was late in the year and we feared we wouldn't be able to find a quality replacement so we let him keep his job." That's part of the reason I discount the "money" angle that some have pushed as the "reason" WJ management engineered his firing. If they were going to do that for that reason, one would think they would have done it long before the first week in May...OR they would have waited until after school was out for the summer to avoid the back lash that came from firing a popular HC.
Now that said, they HAVE to get someone...ANYONE, in there! Even if it is on a short term deal. It's not too late to build a team with mercenaries and one year graduate students but the clock is ticking VERY loudly.
Three Saturday night games in 2019 for Gannon this year! Much needed including big ones in February vs. IUP and Mercyhurst. Hopefully Gannon will have a decent enough record to make the games big in the standings. Here's hoping that Erie's snowfall total for 2018-19 is less than 170 inches.
