These rankings are entirely by the Performance Indicator (PI) number. The formula used takes into account the record of the opponents played. It divides teams into 4 different tiers (above 75% winning percentage, 50%-74%, 25%-49%, and under 25%) and then assigns a number of points based on which tier each of your past opponents are currently in, where the game was played (home, road, or neutral), and whether you won or lost.
So, for example, beating a team with an above 75% winning percentage on the road is worth a ton of points, while losing to an under 25% team at home is worth just a few points. Head to head makes no difference in the formula. Just looking at the numbers in the table, and without knowing anything about either Minot's or Winona's schedule, it looks like their opponent's winning percentages (strength of schedule) are pretty close to each other, so the deciding factor is probably just that Minot has a better record.
The PI is just one in a number of different criteria that the selection committee will use, although those of us in the Midwest Region who have been watching Schnautza's spreadsheet for the past couple years have found that it's pretty accurate in determining who makes the post-season.
