I took the mileage calculator from the Bracketology thread and calculated various opponents outside of the PNW Three (CWU, WOU, SFU). Every DII school outside of those three are over the 600 mile threshold.

It's long been rumored that the Badgers don't want any of the other state schools to play scholarship football, and that's why UW Whitewater and all the rest are stuck in D3. The only Wisconsin institution in D2 is UW Parkside, who doesn't have football. As for private schools, I'm not sure why none are in D2.
