Keep in mind that many schools do not arrest students for drug and alcohol violations - they just issue policy violations. What the school does depends on policies of the school and the state ( PA allows less flexibility - particularly with state institutions)

Check out the schools with high disciplinary actions - no PASSHE school, we arrest, they slap the wrist. on the other hand, maybe better to go easy, get the problems help, and not generate an arrest record. Probably bad for retention as well.

Great for the lawyer industry. Anybody ever notice the amount of law offices in Indiana (for all the bigger it is)? Huge amount. IUP must be a goldmine for clients.

Being from out of state PA is EXTREMELY conservative especially western and the police are AGGRESSIVE on college campuses. Idk if it has to do with commonwealth states or whatever but it just seems like there are laws on top of laws to cite you or arrest you for anything and everything. You guys don't sell alcohol in stores the police are just looking at kids like a meal ticket every time they try and have fun. Those numbers are definitely inflated there isn't that much crime on these campuses. Definitely over policing at work here IMO.

I'm sorta torn on which way to look at it. I know Ship has a reputation for being a party school. It had that reputation three decades ago and longer. But whether it's gotten worse, or the local police are concentrating on cracking down on this area, I don't know.

It's likely a matter of generating revenue. These towns are struggling and giving out fines non-stop is a good money source.

IUP is the calmest it has been in decades minus the event in the spring.

Some towns do the same thing with speed traps. We have one town outside Harrisburg that's notorious for it, because you're suddenly dropping from 55 to 35 on Routes 11-15. It's how they make money.

This is an indicator of enforcement, not partying. 11 out of the top 25 from PA!!! Pennsylvania probably has about 4% of the nation's college students but 44% of the top 25 on the list is from PA. Does anybody think PA college students party 11 times more than the national average?
