    PASSHE schools as state entities have the obligation to fully enforce the law, which means arrest/citation for all alcohol & drug violations. Private school up the road can just send them to the college version of the principal's office.

        Yeah, but I know a bunch of Lawyers who make most of their money on underage and pot charges - Its like a little industry. Some current prominent elected court officials made their money defending students, and the kids of the hoy ploy in town. Its amazing what local judges will do when you can pull the right strings.

          It's actually a pretty sweet little racket. Everybody involved in town benefits. Lawyers get steady work -- mainly from parents who will pay anything to get charges expunged. The town ends up getting to collect fines. In most cases the students aren't really doing anything too, too bad. And the best part is every August a whole new cast of the 'young and dumb' arrive.

            Funny thing is you typically don't need an attorney for citations like underage drinking, public drunkenness, disorderly conduct, etc. Doesn't the magistrate have a first time offender program?

              Not really, and the lawyers charge about the same as the fine, and if you get off, there's no record, which is important for a number of things, particularly those students in education. Turns out the police violate their rights in significant number of cases, so many students eventually have the charges dropped.

                  Not all do, but Indiana does. It used to be I could get underage changed to disorderly conduct (avoid the license suspension) but now they won't do that; instead do the program, which costs money. Small amount of marijuana is handled at Magistrate (at some), does not go to County court.



                  It used to be, you just got a ride home and no charges, that does not happen anymore, need numbers, when a County asks for grant money from the State to conduct a checkpoint, they can't say they only had 12 in 3 months, they need the numbers to justify the amount and the more money they get the more enforcement and the greater the numbers; a self fulfilling prophecy.

                    in all of my experiences the police always left you alone as long as you weren't acting like an idiot, bleeding or fighting
