    It's really just like managing a salary cap.

    In Pennsylvania, the 'state schools' (most of the PSAC) have to raise their own money for scholarships every year (i.e. private and corporate donors).

        The flip side of that says a guy who went to a state school is that state schools are generally easier to get into so while you may not be fully funded you have a bigger pool to pull athletes from. Think Vandy. Along with difference in admissions, many, not all but many private schools at the D2 level are religious schools that stick to their religious guns on admitting kids as opposed to the D1 religious schools like Baylor.
