There are a lot of coaches who refuse to exchange two-deeps. It's silly gamesmanship, but it's not a rarity by any stretch.

With regard to the two deeps, I never had a D2 coach refuse a swap. But there have been some D1 coaches who refuse to do it. Week one in FBS this year, 113 of 131 did release it. I figure it's only a matter of time before coaches below FBS follow suit on the silly stuff. (For the record, the teams that didn't release in week one included Georgia, Illinois, Michigan, Michigan State, Minnesota, Ohio State, Penn State and Texas.)
