Have you thought about what restaurants and bars would look like even if there were zero restrictions at all? It's not going to look any different than it does now. There's still going to be 60% of their customers who take it upon themselves to not visit a high-risk place.
I've helped run two different bowling alleys if you want to really get in to. It sucks for them. But it is also necessary for public health, as it is an enclosed, indoor space that universally has poor circulation of new air. A very important part of keeping people healthy in this situation. So you're right. It absolutely sucks for them. But that is not the governor's fault or the state health department's fault. It is the government's fault as a whole that those businesses are not given the proper support in this situation and instead the help is going to the already-rich and large corporations who don't need the help rather than the businesses that absolutely are not able to operate.
Bars and restaurants keep being brought up. They can still operate, as noted above.
My singular issue with your statement is you referring to restaurants and eateries being subject to "closing orders" when they're not. They are able to operate in many different ways still. If customers choose not to give their patronage, that's not the state's fault. The customers wouldn't be going there whether there were restrictions or not.
