My sources say Sims indeed asked the students to behave in that manner after the rain delay. Only problem was that it motivated the Mules and the whoopin' commenced. Not a good idea unless you can back it up.
Pretty sure he asked them to taunt/ heckle, not to get sloppy drunk and be committ crimes..
