If they didn't pass it, they pushed it out of committee, or whatever the process is. They haven't passed it yet. Typically, those rules seem to take a while to filter down to D2, though who knows how long this one will take.

An update, the 5in5 passed in June only pertains to D1. D2 is gathering additional information but has made no changes to current eligiblity standards.
