If I was WOU, I wouldn't worry about metrics for D2 playoffs. About 20 years into D2 they haven't made the playoffs yet, so just set up a nice schedule.
I won't speak for CWU -- though I hope they play EWU every year -- but if I was WOU, I'd schedule two FCS teams each year: Portland State, Sac State, Idaho, or EWU. Semi-short travel, make some money. They played two one year, no problem, they even beat Sac State, and in the past have beaten Southern Utah.
Play SFU and CWU twice, ask EOU or SOU for a game each, you're at 8 games. Play one LSC team at home, another away. If EOU and SOU keep running scared, I'd add on another home and away with the LSC.
Two FCS games and two GNAC foes twice puts you at six, I think filling 3 to 4 games should be doable. Two FCS each and every year.
