Does the NCAA treat DII and DIII schools with equity?

Good article from Texas Football on the funding distribution to each NCAA division. We know D2 doesn't get much and it's spread among 300 members, 23 conferences, and 25 championships. D3 gets much less spread among 445 members, 45 conferences, and 28 championships. Yes it's D1 that brings in the money but the per athlete disparity is big. D1 schools have more opportunities to generate revenue than we do in D2 and D3 outside of NCAA revenue events.
