Apparently, one of the Wise players threw the ball to the umpire in the last seconds and the umpire dropped it. By the time the ball was spotted, the time expired. Here's the video.

I wouldn’t say that is controversial, that stuff happens all of the time. The worst part wasn’t that the ref dropped the HIGH shovel pass, it was that he punted the ball five yards when his belly got in the way as he tried to pick it up.
