My experience is it is someone at or near the location that sets things up and then lets the alumni association know. I drawing a blank on the gal's name...

A couple years ago, the top NCAA officials (MBB) were making about $3,700 per game, some doing 65 to 80 games... while airfare and hotel stays are expensive......

I don't know about NFL, but NCAA D1 Basketball refs pay their own travel and hotel....
