Why is Tuskegee So Late Releasing their Football Schedule?

Tuskegee has scheduled Virginia State and Edward Waters to play on the same date (Sept 18), according to the VSU and EWC schedules that have been released. When I asked someone in the VSU athletic department about it, I was told that "Tuskegee is trying to work it out. It's their problem. We (VSU) have a signed contract that we expect them to honor." So, what's the deal?

I emailed Tuskegee about it a couple days ago and haven't heard back.
