A couple of things...these rules are for Division I football only right now. Hasn't filtered down to D2 yet, but I don't know if you were insinuating that or not. The redshirt rule is only in the case of a medical or hardship. It's not for a team to play a player for four games then sit them and still keep eligibility. This is really only an increase of two games to the current rule that had been in place for D1 already. As far as a transfer rule, individual conferences can still mandate years that a player must sit if transferring from one conference school to another. Conference rules sometimes are stricter than NCAA rules, so a coach can't stop a permission to contact, but a conference can still say "you will sit out a year and won't receive a scholarship during that year," which is the current rule if you transfer within the MIAA.
