It’s been around longer than UTSA and both traditionally relied on students from within their own metro or extended metro areas for students. But UTSA really in the last two decades has shed that and become more of statewide destination. The U of H seems like they want to a be a statewide name, but really doesn’t push for students outside of its area. I don’t recall my three kids ever getting a promotional mail piece from the U of H, but they got plenty from most of the other large schools like UT, A&M, Texas State, UTSA, Tech, etc.
I think part of that is that U of H was initially founded as a junior college under the control of the Houston Independent School District. HISD ceded control in 1945 and became a private university until 1963, when U of H became a state-owned school (amid a lot of opposition from the UT system). Maybe the success of the Cougars' basketball program might help attract students from outside the Houston area, but U of H will tend to have that reputation as a "commuter" school compared to UT-Austin, A&M-College Station, etc.

The first time I had ever heard of Texas A&I/TAMU-Kingsville was when the Philadelphia Eagles drafted Jermane Mayberry during the Andy Reid era. It amazes the hell out of me that A&I has produced three Pro Football Hall of Famers (Darrell Green, John Randle and Gene Upshaw).
