    Does anyone know if PSAC State Schools award football scholarship money? Does each school actually have any to give? I know the private schools offer scholarships but yet are rarely competitive.

    The 'school' does not. The 'program' does. All scholarship money in the PASSHE schools has to be raised by the athletic department. Unlike the privates, it is actual money. The privates just run blue-light specials off their inflated retail sticker prices.

      The PSAC is a Division II conference that can award scholarships. In football, up to 36 scholarships can be awarded in Division II, but it's doubtful that any PSAC school has the funds for that many. The number available among schools can vary extensively. In any case, only the star players would likely get full rides as you generally have to spread that money over 70 players or more. It's best to just check with a chool you might be interested in and see what they have to offer.

        Best part about the state schools is that since the money is real, one source doesn't cancel out the other. For example, a recruit might get $5k from football and another $5k in academic scholarship. At a private school, usually that 50% football scholarship can't be combined with the 50% academic scholarship because the discount ("scholarship" or "grant") is really just a budgeted reduction in tuition revenue used as a recruiting tool. You just can't compare the dollar values because the currency is different. Even the % is different because its easier to knock half off an artificial sticker price than it is for a state school to have $10k to award to one student.
