If a conference doesn't have a team in the top 7, but does have a team in 8th or 9th place then they will bump the 7th place team out and take their place. That's assuming the 7th place team isn't the sole representative from their conference, if so then you bump out the lowest ranked team from a conference with multiple teams in the playoffs.
