Both of them were pick over others that had higher expectations such as Christian Hackenberg, Zach Mettenberger, Scott Tolizen, Philip Nelson

This was just a formality for publicity. They signed several months ago.

Signed with the league but had to be drafted or protected by a team.

The league owns all the teams. So even though they may have signed with the league, the team managers/coaches didn't hold their drafts until the other day.
