Yes. That's what they are.

I think it might be a technicality on the name. My guess is that they are no longer a “Cheer Squad” because that in some areas, is a recognized sport that has different competitions, with many schools offering scholarships. A “Spirit Squad” on the other hand doesn’t compete in any way, just shows up and cheers.
