As I recall, IUP's "fair" offer was a three game series with the first two game at IUP...their back-up offer was a one game series, also at IUP. WLU wanted to do a simple home-and-home with the first year at WLU. Coach Joe was afraid to take that.

My opinion that seems to be born out by the actions of their two (now three) coaches is that neither school truly want's to play the other in the regular season soooo, they throw roadblocks into any discussions that might occur...Joe demands a three game series with the first two at IUP knowing that Crutch (and Ben) are never going to agree to that...Crutch (and Ben?) ask for a two year series and demand that the first game be at WLU knowing that Joe will never agree.

Two cents worth ...
IUP played a four-game set with Fairmont State. The first and last was in Fairmont. The middle two were in Indiana.
IUP played a home-n-home with Le Moyne.
It comes down to economics, too. Both IUP and WL draw well. IUP averaged more than 2,000 a game last year (with a streak over 3,000 along the way). The KCAC isn't like most of D2. Tickets are expensive (no general admission and the cheapest ticket is around $17). So, home games are valuable at IUP. Both programs have the Regional prestige to pretty much pick and choose who they play (and, when and where). In most years, neither will play a non-conference game on the road. It just doesn't make financial sense. At most, they will play one non-conference away game per season. Both have the resources to pay teams to come to their place. IUP has a long history with Bowie State -- a very reputable program. That series typically gets renewed at a 3 or 4 (at IUP) to 1 (at Bowie) ratio.
In most years, chances are one or the other (IUP or WL) is probably hosting the Regional (or, certainly in the running). Does either want to put that much emphasis on one non-conference game during the regular season? Probably not.
West Liberty is a pain to play and very dangerous. IUP is scary to play because not only do they have elite guard play but also very skilled bigs (and IUP is a very strong defensive team). Joe is also an exceptional coach. He's not going to get in to a track meet against WL like several MEC teams try and do. I think both programs hold a very high respect level for the other.
Bottom line, all the conspiracy theories and rumors aside, is if they wanted to play each other ... they'd play each other. The schools are only about 2 hours apart. They are closer than several conference games.
But, as we know, Joe isn't non-conference cream puff believer. Several years they scheduled the non-conference so tough that it actually came back and bit them.
They'll play again some day. It probably would have been in the final last season. I will always believe Covid cost Joe a national title last year. That team was just incredible all season and really peaked near the end.
