That's how it works. Nobody cares about the individual. They become nameless and faceless (and forgotten). Somebody has to pay.
Luckily for Shepherd this seems like a big to-do about very little.

I do think Shepherd got off pretty lightly here given that the inadmissible aid and ineligible transfers were spread across multiple sports over two years rather than being a one or two time failure concentrated in a single sport. It seems to me that Shepherd put all the blame on one person, the former compliance officer, and the NCAA was willing to accept this rather than ask hard questions about why the AD didn’t notice what one of his subordinate administrators was doing and why no one else in the department raised their voice about it. That certainly strikes me as a lack of institutional control more than inadequate monitoring. This wasn’t some assistant coach passing out cash but an entire athletic department failing in one of its core job duties.“No matter how badly things get blown apart, we will always plant flowers again.”
