FCS is somewhat different from FBS in terms of parity. In FBS, you have approximately forty strong programs -- with just a handful of perennial elite programs among them. In FCS, the differences aren't quite as stark. I think that Tarleton State can quickly become competitive. In fact, if you look at the current Top 25 FCS ranking, a handful of those schools were D2 within the last decade or so. In fact, I remember following Texas A&M University-Kingsville as they played against UC-Davis, Nicholls State and some of the other currently-ranked FCS teams back when they were D2.
In fact, South Dakota State University began their transition to FCS in 2004. By 2009, they were in the FCS playoffs. That season, they lost to Minnesota (an FBS school) by a field goal. The next season, they put up a strong fight against a fairly strong Nebraska team (which finished the season ranked #18 in the nation) losing by just two touchdowns. In 2015, they defeated Kansas (an FBS school).
The transition to FCS is just that -- a transition. Tarleton State will do just fine. In fact, I'd love to see them excel at their new level.

Chrisss is right about Tarelton but the scholarship transition and not competing for playoffs and conference tournaments can be difficult. Not sure if that is NCAA or conference rules. I like watching college football at any level and with so much video out there you can see really good teams at non FBS levels. Just like HS football, if it is your team it is a joy to watch despite the number of A's. I will be at Mckinney and Frisco to watch NC games cause I live in that area and enjoy both. By the way, and close to topic, LSC track and Field is D1 quality in many events.
