That's a surcharge that a university assesses at its discretion. It can also be waived at its discretion, and usually is when athletic scholarships are involved. The school is paying itself. Yes, I am sure the 195th rated HS recruit from Washington class of 2020 will give our current starter, a three star recruit a real push. Much more than our current back-ups who were all higher rated recruits than Mr. Johnson.Comment
