      That's a surcharge that a university assesses at its discretion. It can also be waived at its discretion, and usually is when athletic scholarships are involved. The school is paying itself. An out-of-state student costs the university no more than an in-state student.

        He won't be the lone recruit out of the Valley of the Sun Zak Hill is killing it for CWU with the Arizona pipeline. It's a huge decision for a kid to leave Arizona for Ellensburg.

          in-state already pay taxes that subsidize some of
          the costs of that school. Out-of-state students
          haven't been paying taxes, so the out-of-state
          cost is supposed to make up for that difference.
          However, in the last decade the state subsidies
          for public education have dropped a ton, and so
          the logic for the gap between in-state and out-of-
          state does not make as much sense. So, now its
          sort of a thing we've always done... and if
          people will pay that higher costs, then why not
          keep doing it?

                          Bring in this guy to challenge McGill for the starting job. Johnson is a taller pocket passer who could compliment McGill's dual threat skillset very nicely.

                            Yes, I am sure the 195th rated HS recruit from Washington class of 2020 will give our current starter, a three star recruit a real push. Much more than our current back-ups who were all higher rated recruits than Mr. Johnson.
