30k is not a requirement, there are several FBS stadiums that are not 30,000 in capacity.
The FBS requirements is that members are to achieve an average attendance of 15,000 fans per game once every two years to maintain FBS status.
Schools get creative though in how they can hit that attendance figure.
The requirement began in 1978 when Division I first split into what is now FBS and FCS (then it was I-A and I-AA). The FBS requirement then was an average of 17,000 fans once every four years and a 30,000-seat stadium, among other requirements regarding scheduling, scholarships and other things. In 2002 the stadium size requirement was dropped and the attendance requirement was changed to 15,000 once every two years.
