Also, while both are HBCU's, they are not identical in their mission, primarily because CU is a state school Lincoln is state-related and that makes it different. If you look at the respective mission statements for the schools, Lincoln strongly emphasizes Liberal Arts education, making it more closely aligned with D3 liberal arts colleges than the state school model. Cheyney's mission is up for debate, as it has been for the last 30 or so years.
Ultimately, my perception is that LU identifies much more closely with the CIAA than the PSAC, even though a number of the CIAA members are state schools.

Saw this posted online:
Some rumblings (Rumors) thru D2 Football as of this morning:
West Florida is considering going D1 & hoping the ASUN
New Haven is considering going D1 & join the NEC - this could happen this season
Bentley is the other school rumored to join the NEC - but the NEC will only take one program - them or New Haven - depending on what school wants to make the jump
UINDY was going to join the OVC (D1) but their board never got to vote on making the jump - some feel matter of time before they are D1
Grand Valley State & VSU are rumored to be going to the OVC with UINDY both have said their plans are to go D1
West Georgia has made the jump and will be D1 this season
Lots of talks going on

While LU might align more closely with the CIAA than the PSAC, they are also pretty much on an island with long trips to most of their other conference members. If driving distance drives the conference realignment model, LU in the PSAC makes much more sense for LU and the rest of the PSAC than staying in the CIAA.

Grand Valley is the one that truly belongs in D1. They could join the OVC and immediately be competitive in pretty much every sport. If they make that move, I think it's only a matter of time before they jump the OVC for even greener pastures.
