If Shepherd ran the ball, something IUP has not stop, and scored a TD, the game would have been basically over.

I agree with you. Now If IUP scores they take the running game out of the game.

Would have been 4th and long. Unfortunately, the no-call did change the game but you can't blame the refs.

IUP lost because the defense let them down. The missed past the line of scrimmage call didn't help.
