Penn West was to have the online focus and Commonwealth was to have the focus of being integrated with the regional labor market and needs. With those two manifestos, it's easy to figure out which one will be more successful.

The slow walked the marketing integration because of the response to Penn West's rollout. If anyone is saying that the individual campuses are still going to function independently they're lying. Penn West said the same thing. A PASSHE BOG member (a state legislator) has directed the system to force an immediate full replacement of all campus signage from the old names. Bloomsburg is the healthiest of the three but they'll be dragged down as a regression to the mean of the three campuses like IUP was dragged down as a regression to the mean of the other campuses when forced into PASSHE.
I don't understand how you can claim that Bloom will come back to the mean and, at the same time, claim that the ultimate result is that Bloom will be "the main campus" and the others will be "branch campuses." Seems counterintuitive to me. I don't know how much the location of the administration influences how resources are distributed. Just because PSAC admin is headquartered in Lock Haven doesn't mean anything. It's got to be somewhere.
Time will tell.
Edit: After re-reading your post, I would say there was never a claim that the schools would "function independently", as you say. It is "integration", after all.
