Update Alert!
The PBC has announced the additions of Men's and Women's Track & Field Indoor as championship sports for 2023-24. The line-up will include Clayton State, Flagler College, South Carolina-Beaufort, the previously unannounced new teams at Lander, and affiliate member Embry-Riddle (FL). Embry-Riddle (FL) has been a PBC affiliate for Men's and Women's Track & Field Outdoor since 2017.
I anticipate four other conferences to add Men's and Women's Track & Field Indoor over the next three years.

CSU-Dominguez Hills is where Dignity Health Sports Park is - which hosted the Chargers while SoFi was being built, so they'd have a facility (though I don't think they actually own it).
CSU-LA used to have a great football program in the 50's, 60's, 70's - I'd have to imagine there'd be some fan interest at least.
I think it has to do with administrations more than anything.

The PBC has added Central State as a Men's and Women's Track & Field Indoor affiliate member for 2023-24. This gives the PBC 6 teams competing for the inaugural championship.

Update!
Another dropped team for 2023. Dominican (NY) announced earlier this month Women's Golf to be discontinued immediately. The sport struggles to maintain teams in the region. Neither the CACC nor the ECC sponsors a championship while the NE10 just began a championship in 2014. The ECC has 0 teams, the CACC now has 2 teams, and the NE10 has 7 teams.
