In the Grand Valley/Shepherd game in 2015 he was ejected for the targeting call in the back of the end zone on one play. It's been around for a bit, and usually results in an ejection with or without replay (which is ridiculous more often than not). These officials are terrible, so giving them that leeway on ejections sometimes is crippling.
Shepherd was called for targeting against SRU this weekend on a play over the middle where the Rams LB CLEARLY hit him with his shoulder and not the crown of his helmet. Thankfully, the officials did not eject him, but the call stood.

Thinking back to watching semifinal and championship games, with the full complements of camera and replay, I cannot ever recall a scenario where they have called targeting in a D2 game. Unless I've just totally missed it in the past.
