It's also a faulty point logically. Those Cheyney and Mansfield programs were typically many leagues worse than the worst of the PSAC West. When they happened to cross paths, usually the worst of the West would beat the worst of the East handily.
Douds did a lot for the program, but anyone who doesn't think his W-L record is inflated is kidding themselves.

For most of the Eastern teams what had been a sure win even if you were having an off year suddenly became a probable loss. And a drop in the level of play at Bloom and Ship in the past few years, coupled with a decline at West Chester, has only made the difference more stark.

Whatever!! Frank Cignetti feasted on bad teams in the West, just like Denny Douds did in the East. To say otherwise is dishonest. The numbers don't lie. The lack of wealth in the West was spread out a bit more than in the East. Even Cal had at least 1 0-win season and several 1-win seasons when Frank was at IUP.
