Here's what will happen:
The deans will meet with department chairs and share a list of programs that have a negative ROI. Those department chairs are still union faculty and leak that list to the union. Then the union leaks the list to students and the public in hopes to pressure the administration to not cut any programs. IUP cuts low enrollment programs that make sense and far less than the number pushed by the union. The uproar causes more damage than if the administration had unilaterally decided on their own.
Faculty usually moan that the university never taps their expertise. But in moments like this, they never propose alternatives. It's always "you can't cut faculty" or "you can't cut those programs". All finances are public record. There's nothing stopping them from proposing alternative plans. Yet they never do.

The Driz is getting hammered but that will pass (if he survives). It needs blown up. IUP needs to hit the reset button. It needs to become more attractive to today's students.
For decades they could just sit back and get monster-sized freshmen classes year after year. Obviously, that's not the case today.
From the surface, it sure seems IUP failed to adapt to the times. They got lazy in recruitment. They have tons of majors nobody wants anymore.
Not sure how any President survives losing 5,000 students during his (relatively) short tenure. That's a mind-boggling number. Many factors, sure, ... but, end of the day, he's 5k less than when he started. Any bean counter can tell you that's a whole lot of coin.
IUP's reputation in Western PA is also at perhaps an all-time low right now. Are people (parents) questioning if it's safe here? Yes. Slippery Rock has become more modern. It also isn't on the news for violent crimes every 12-14 days.

Pitt and Penn State outlet stores as well as privates can get within $5k of our costs. Pricing should use the Aldi philosophy, so low that it's hard to rationalize other options if cost is a factor.
Our admissions offices are also not designed to recruit students or reward our best recruiters. The offices for a long time were application processors. Students applied and the cost difference did the job. Now that our cost savings is much less, we have to do a better job convincing applicants and families to choose our schools. The lack of recruiting accepted applicants to choose our schools makes them seem indifferent. Having union admissions counselors doesn't help either. The contract creates inefficiency (no culture of doing what it takes to do a good job) and disincentivizes performance (raises are automatic instead of performance based).
IUP and others grew into their university status by adding humanities programs. Students who consider PASSHE no longer choose these majors. They want a degree with a clear path to a specific job, rather than wanting to study a subject then find a job related to that field. Also, after decades of crap job prospects, kids don't want to study education anymore. That was a big foundation for everyone even after we generalized. I believe education programs is just 8% of enrollment system-wide.

Trade schools are good options but their enrollment is down too. Any increase they have over the next few years would probably be the result of less job opportunities for high school grads (service & retail) or due to better career counseling in high schools. I'll bet on the former.

Depends where the students come from. Temple is by far Philly students where there's no significant difference in crime rate, in fact IUP competes for students with Temple. now if the students come from the Northern and Eastern Suburbs of the Burgh, or the small towns in western and central PA, it sure does matter.
