Someone can correct me if I am wrong here, but they sponsor all 18 NSIC Sports so that gives them the advantage over most of the conference but that doesn't tell the whole story. I expect at or near bottom in anything that isn't volleyball or basketball.

For example Basketball, all 15 schools sponsor it so winning the championship gets you 15 pts. Second place gets 14, and so on...add up the points at the end of the year and that's how we find out what Athletic Department won the All sports championship
Obviously sponsorship of sports is key in winning it, hence why MSU, Augie, USF, and Mary wind up near the top.

It can be done. I think 11 is the max as well. The numbers are simply in their favor. A decent landing in Volleyball and Basketball should balance out some expected bottom finishes
